When the Manage CDE Tooltalk Authorization is in the Authorizations Included column, it grants permission to enable, disable or restart the CDE Tooltalk service.
If the Manage CDE Tooltalk Authorization is grayed, then you are not entitled to Add or Remove this authorization.
